Social capital theory explains social inclusion from the aspect of trust, norms and networks, but does not make clear how to avoid the negative effect of social capital which causes exclusive behavior. Social system theory explains the social inclusion from the principle of \"observation\", and the extent of inclusion in depending on how social systems can observe blind spots in the society. Reflective observation of others rather than connectivity with others plays important role to foster social inclusion.
