The former is the approach of dividing managers' goals in top-down and the latter is the approach of integrating end users' goals in bottom-up. The new methodology is expected which couples both approaches and makes more effective requirements eliciting. In this paper, in order to couple goal-driven and scenario-based approaches,\"business event improvement model\" is proposed. In this model, business process is regarded as the conversation pattern between a customer and a performer and business events and their improvement policies are classified according to the conversation pattern. Next, the business improvement procedure using the business event improvement model is shown.
