For this purpose, the Investigation and Verification Report (API 2020) by the Independent Investigation Commission on the Response to COVID-19 will be examined to determine the shortcomings and effectiveness of the precautions and countermeasures that were implemented throughout this period. Ten primary issues - including the revision of the Act on Special Measures Concerning Countermeasures against the Novel Influenza and the response of local and national governments - were identified in this research as having played a significant role in lowering the effectiveness of the Japanese government's response.
